The Alexander Theater: Approved for Renovation & Retrofit!
As one of the most prominent, historic properties in our portfolio, located in the heart of Downtown Christiansted, the Alexander Theater has remained a key element of the Foundation’s downtown revitalization vision since 1998 when we first became court-appointed receivers of several properties in Sunday Market Square. Once a thriving movie theater and the center of economic activity in the mid to late-1900s, the theater has stood in disrepair for over two decades.
In February 2019, the Foundation was awarded a FEMA Hazard Mitigation Grant to renovate and retrofit the Alexander Theater in Sunday Market Square transforming it into a state-of-the-art performing arts center, convening space, and the only downtown Christiansted Community Disaster Safe Room capable of serving upwards of 300 people. A perfect example of the Foundation’s holistic approach to community development and to leveraging scarce dollars for ripple impacts, the Alexander Theater will add to the territory’s depleted disaster shelter pool and will serve as an economic stimulus for Christiansted.
The Foundation wishes to extend its sincere gratitude to the community partners who have been an integral part of this project over many years and to FEMA, for sharing our vision and helping us expand it as we build a radical model of community resilience and holistic community development.
Request for Proposals
The St. Croix Foundation requests proposals for Architecture/Engineering Services for the Alexander Theater Safe Room/Retrofit Project.
The Alexander Theater will be retrofitted to serve as a functional community hurricane safe room. The two adjacent parcels will have structures built/retrofitted to expand the safe room/theater and meet additional safe room and theater operational needs. The design must be multi-functional. During storms, the facility will be used as a community safe room. During “blue skies,” the facility will operate as a performing arts theater and convening space.
The project is federally funded through the FEMA Hazard Mitigation Grant Program.

Submission Instructions:
All interested parties shall submit one (1) proposal in electronic format (pdf), which is acceptable and encouraged, or two (2) sets of hard-copy proposals are to be delivered to SCF during normal business hours. Proposals must be submitted no later than 5:00 pm on Tuesday, September 7, 2021 to the following:
